The management of Municipality of Palilula, in cooperation with utility companies and civil society organizations, with the support of citizens, are pushing boundaries in solving municipal problems and changing the consciousness of the population in terms of environmental protection in the villages of the municipality of Palilula Nis - said Boban Džunić, president of Municipality of Palilula, visiting morning program at Niska TV.
Palilula Municipality for two years now, realizes enhanced municipal surveillance in all villages of the municipality, in order to improve the quality of life of residents. Acting on complaints and demands of the citizens of the settlements "Crvena Zvezda", it was introduced with a night operation of municipal inspectors and associates. The report from this location was devastating. It was found that despite numerous warnings and discussions of the Mayor Boban Džunić with residents of the "wild" settlement, which consists of the Roma population, that the disposal of waste in the street and sidewalk traffic boulevard "Dusan Popovic" forming illegal dumps, did not cease. This part of the settlement is the very core of the city, near the memorial complex "Cele Kula" and the Faculty of Sciences. City ordinance is in this zone is strictly prohibiting people to keep domestic animals. Our inspectors have confirmed that the regulation is not respected and that the "unauthorized settlements" kept horses. All this undermines the environment. I exhort citizens of this "wild settlements", said President Džunić, that we will very quickly, in cooperation with relevant inspections of the city, especially veterinary inspection, in order to remove all the animals that are kept in this urban settlement.
One of our projects, "Living Green", which we recently completed with the support of the European Union, aims at changing the consciousness of our fellow citizens on environmental protection. Several times we had working meetings with the residents of settlements in the "Red Star". However, after each meeting and cleaning, with the help of JKP "Mediana"there was a re-accumulating waste and an illegal dump was created. From the report of our inspectors can be seen that there are empty containers and many residents of this settlement throws trash next to the container. The situation is similar in the area of the Memorial Complex "Bubanj", Old cemetery "Gorica", near the South Morava.
In the opinion of Boban Džunić it is obvious that a change of consciousness of each individual is based on the object of all subjects. It does not cost much, but if we have to change our consciousness, then we need to change it with some punitive measures. Unfortunately, when it comes to offenses relating to the utility, environmental issues are still far off the legal system solutions. The competent authorities, particularly the police and the court must act on the applications faster and more rigorous.
